I can't install apps from itunes to my ipod touch 4th gen, help?

I have the latest itunes, and I have several apps downloaded, but when I open itunes on my computer with my ipod plugged in and I click on my ipod,

I know that there should be a tab across the top that says Apps?

Along with where it says Summary, Music, TV, Etc but, Apps is not on the list as it should be.

What do I do? Is there another way to install them?

Is there an error that is preventing the Apps tab to show up so I can install them?

iPod touch, Windows 7

What I had to do was buy the update for 1st gen and uninstall itunes because the newest version is too new to run that upgrade, once i rolled back to an older version of itunes, it let me install the update. I now have 3.1.3 software on my ipod. (Also I now have the newest itunes back up on my computer after uninstalling the older one and reinstalling the 10.5 version.)

However, I believe my ipod is still in need of major updates to the software (apps won't work) and my wifi IS in fact greyed out like it talks about in that article, though the article says to just check for updates in 10.5 itunes, I tried that and it says I am up to date but I don't think I am...
