I cannot make or receive calls. ATT no help.

Basic troubleshooting is reset, restart, restore. Has any of this been tried?
Settings > General > Reset > Reset Network Settings.
Settings > General > Network > 3G > Off
Does any of the above help?
Tried a different SIM card?
Tried the SIM card in a different device.
Do others in your area with the same carrier have problems?
My sister and I both have iphone 4s' and she suddenly could not make or recieve calls and later I had the problem. But another sister has a different cell phone also with AT&T stopped being able to make or recieve calls. I called AT&T and told them what was going on. They had us go through basic troubleshoot things on our iphones and then passed us along to an advanced tech who said since we have another sister with a different phone having the same issue, she would put in a work order to the engineers to check the network in my area. It turns out there is a problem, and they are working on fixing it now. They are keeping me updated on this. Perhaps insist on speaking with an advanced tech and insist they ask the engineers to check your area. It will take a few days, but they then are good to let you know. At least that is how it has gone for me. Good luck. The tech I talked with said if you can't place or recieve calls, it indicates a problem on their end. Hope this has helped you to try again.🙂

because same area, same carrier but different device,
only my iPhone 4 got problem.
the problem is when i make call,
the receivers' phone will rings, but when they answer, my iPhone is still showing "Calling..."
then when i press "End Call" the Phone App will hang (forever until i quit it from multitasking
On receiving part,
people can call me will dialing tone,
but my iPhone 4 just never ring~
On SMS,
worst~ cannot send, cannot receive!
Any1 got any idea?
*im using iPhone 4 (GSM), iOS 5.0.1, Carrier is Maxis (Malaysia)

That would tend to indicate a SIM or device problem, possibly an account problem.
Again, have you contacted the carrier?
Have you done any basic device troubleshooting like reset, restart, restore (from backup and as new)?
Has the SIM been replaced?
Yes, i've called the carrier, they said there isn't anything wrong with my account.
& since i've called, they have resetted my account as well.
OTH, i've done the basic troubleshooting for my phone,
a few times, i've been told that 9A406 can resolve the problem,
but that is only for iPhone 4S, not my iPhone 4....
hey you 2 im having the exact problem as well everyone keeps teeling me they are ringing me but im am also not receiving them at all plus sometimes i cant ring out at all or in the middle of a call it just cuts out, but my phone has full reception and isnt a carrier poblem. If there is 3 of us having the exact same issue must definitly be a software issue!!!!!!!!!!!!! im not even on the same carrier service im in new zealand carrier vodafone?????

No good news from me. I found that it's nothing to do with telco edi...
Now I'm suspecting is it becoz didn't switch on the Cellular Data that causing this prob.
I've switches it on now for testing, what bout u folks that is iPhone 4 & hvg same prob?

Recently i found my iPhone 4 is working fine when i turned on both the
- Cellular Data &
- Enable 3G
Now is still working fine.
Apple, i think this problem should be resolved early lo~

One quick question, should i leave cellular data and 3G on all the time?

Thanks. After switching them both on for a while I think my iPhone is back to normal! I switched them both off and my iPhone hasnt lost signal again (yet!).
