You can only use programs from the App Store.

AirPrint Activator is a program that runs on the Mac not on the iPad.

If using a computer and connected printer, there are other apps that can allow printing from iPad.

These apps, typically, install a helper app onto the connected computer, to allow your iPad and computer to communicate over WiFi. From there your computer's normal printing app will take over printing your content from the iPad.

Search for printing apps for iPad.

AirPrint Hacktivator is the old name of What is now called AirPrint Activator. It turns on AirPrint on a Mac which allows printing from the iPad to a printer attached to the Mac

You know I use AirPrint Activator on my Mac and print from my iPad 2 to my HP Photosmart 7960 connected to the Mac with USB printer over Bluetooth. But in all of this time (7 months) it has never jailbroken my iPad. 😉
