My iphone isn't letting me send pictures to non-iphone users. It will only let me send it to other people who have the iphone 4s and have imessage. Is there something wrong with my settings? Or is it a hardware issue?

You should be able to send pics via the Message app to anyone that can accept a pic on their phone via texting. Is MMS turned on? Is texting provisioned for your account with your carrier?
It's gotta be a hardware issue!! I'm having the same problem all of a sudden. Was able to send them before but not anymore. Have also had issues with an error message in sending Text Messages to non iOS 6 users. If I had it to do over again I'd never have switched to iPhone
