Ipod won't restore

Two of our ipod's got a little damp yesterday from the hose (not much at all). One works fine no issues, however the other won't turn on or charge etc. I put it in rice overnight to help dry it out just incase it was more wet than first thought. When connecting it to the computer this morning a pop up said the ipod was in recovery mode and we needed to restore it. I followed the prompts to restore but got an error 28. Not sure what to do from here. Any advice besides putting it in for service would be appreciated. Thanks

Error 23, 28, 29: These errors may indicate a hardware issue with your device. Follow the steps in this article. Also attempt to restore while connected with the white USB Dock Connector cable that shipped with your device, on a known good computer and network to isolate this issue to the device. The MAC address being missing or the IMEI being the default value, (00 499901 064000 0), can also confirm a hardware issue. Out-of-date or incorrectly configured security software can also cause these errors.
