Somehow My Contacts Icon got dragged in to the Newsstand Icon, and I can't drag my contacts icon out to have it on my home screen like normal, I can't delete it from the newsstand either. Please help!

That's not supposed to happen. I can't do it if I try!
Go to Settings/General/Reset - Reset Home Screen layout.
You mean when you long press the icons until they giggle you can't remove or drag the contacts icon from the dock ? does this happen only with the contacts icon or all dock icons ?
The OP did not say the Contacts icone was in the dock; read the post again.
It was only happening to that icon. I figured it out though. All I had to do was turn off my phone and turn it back on and it was out of the newsstand icon when I turned it back on. 🙂 Thanks for your help though!
