factory unlocked iphone 4s iccid unknown

I was wondering if anyone could help me out in this problem.

I bought unlocked iphone 4s online and got it shipped from the factory in China.

i didnt have a micro sim card, but when i turned it on, a message box appeared telling me my IMEI is known, but my iccid: UNKNOWN and the background picture is the usb cable with itunes icon.

i turned it off and didnt do anything else. even after i insert a micro sim, it stayed the same with the same background picture..

please advise.
