What is the best technique to resize a clip and overlay it on a difficult shape, like a broken piece or mirror?
It depends if the scene you want to place your overlay on is static, or in motion (either from camera movement or subject movement).
Also, do you have Photoshop?

I have a static shot of a piece of mirror and I want a clip to play within its jagged shape, as if that is the reflection. Also I do not have Photoshop.

I think you might want to send this to Motion to cut the matte and adjust the perspective of the insert.
Best would be cutting a matte in Photoshop, or as Mr. Grenadier suggests, using Motion or After Effects - but here is a way to do it staying within FCP - see if this helps:
