when I turn on my ipad, I get a picutre of a USB cord with an arrow pointing toward a itunes icon. It will not do anything but bring up that picture. the battery is charged. What do I have to do to get it to cycle thru to my other icons. I cannot use it.

You're going to have to connect your iPad to your computer in iTunes and restore it.
Thank you, but I've tried that and it wont recognize my itunes account. I have turned it on and off, and the image keeps coming on.
If you are using Windows, make sure Apple Mobile Device Service is started.
