Yes, but first you first need an app on the iPad that supports PDFs - the iPad doesn't have a file system like a 'normal' computer, everything has to be associated with an app. As to how you then get the PDFs to your chosen app will depend upon what the app supports - different apps will have different ways of copying their content to/from a computer e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc.

The free iBooks app supports PDFs and you can sync them via the Books tab when connected to your computer's iTunes. You can add PDFs to your computer's iTunes via File > Add Folder To Library, and they should then appear on the Books tab on the right-hand side of iTunes when the iPad is connected and selected on the left-hand side. There is also a free PDF Reader app from Adobe

    1. Install free Adobe Reader on iPad

    2. Connect iPad to computer

    3. Use File Sharing in iTune to copy all PDF from computer to iPad (Adobe Reader)
