IPhone 4s Screen won't rotate

maybe the screen is lock ? A liitle rond with a lock on it showing on the top of the screen ?

Sometimes happens here too .. have to turn it off then back on and all is fine for a while.

I got my iphone 4S 2 weeks ago and just realized it shoudl be rotating. I've been so captivated by everything elst that it does I guess I didn't need it before now. Today I need it and it is not working. I've gone through the other posts that are similar to this one and all they recomend is to hit home buton twice then swipeing back on app bar until Screen rotations setting; then verify it is not locked. Mine is not locked and the home screen simply will not rotate. As for the post that recomends turning the power off and then back on does not change anything for me. Is their a solution somewhere on this issue or is a fix needed from Apple?
