You will need an AT&T WIM to activate the device as gdgmacguy indicates. The SIM does not need to be active.

Good info, however the key is that we do NOT have the original SIM used to active the used iPhone. All I have is an active SIM in my personal, current iPhone (also a 3G). Should that be usable to "activate" the used iPhone as an iPod Touch? If so, how?
You will need an AT&T SIM card in the phone to activate it. All iphones require a SIM to be present when activating.
