I cant connect my iphone to my iPad using bluetooth

Trying to connect my iPhone to my iPad and they can't find each other. They just keep searching and find every other Bluetooth device in the house but can't find any apple device. Why?

Why can I pick up my wife's Nokia and my daughters phone as well but not any Apple device.?

iPhone 4, iOS 5.0.1

The only useful post/response in this thread. Thank you. I was also wondering how to connect this way. Somewhere in Apple instructions it says to connect via Bluetooth while tethering if wifi is not working. The key is remembering after the fact that it only works when the Personal Hotspot feature is activated. Remembering what works when what is activated and when it's not activated get's to be a long list of rarely used information.
