How do I unblock the pop up blocker on my iPad?

Go to Settings > Safari > and then there is a lttle on and off switch. I don't know why you would want it on though.😁

Settings>Safari>Block Pop-ups>OFF/ON

Need to do it to use epay from my credit union. Interestly, I haven't had any pop-ups since unblocking.

The pop up block slider is greyed out for me so I cant change it. Why is that?

You probably have restrictions turned on. Ensure that this is off by going to Settings>General>disable restrictions.
