how to access phone numbers in itunes without the phone, mine died

iTunes does not store the contact information. This is usually in outlook, google contacts, or another program.

Address book on a Mac, if you chose to sync contacts in the first place.

If you turned on iCloud and have a PC/Mac, you can download them to address book.
