I live in India, but go to the States and Australia quite often. I don't have the Apple Stores in my country, so I can't buy a custom MacBook Pro. But I do need the 8 gigs of ram. Since I live in India, I don't have a US/Au credit card or billing address(house in that particular country). Can I walk into an Apple Store and buy a custom MacBook pro???

Not specifically, you can upgrade the RAM at purchase and that's it.
If you need the 8GB's of RAM, that they can do in the Apple Store while you wait, but that's about all.
Last time I checked it was about $200 to up the RAM to 8GB with a new machine purchase, but if you walk out the front door with the Mac, the price goes to $435 because Apple won't buy back the 4GB in the machine.
However online you can get 16GB for $280 and a DYI kit at OtherWorld Computing or even Crucial.com and install it yourself without breaking your warranty if you don't break anything.
Unfortunately all the Mac configuration options you see online are not in the models carried in the Apple Stores.
For instance the Apple Stores chiefly carry 5,400 RPM hard drives, so you may not get a SSD or a 7,200 RPM drive in stock.
However you can later install a new drive yourself, but OS X Lion makes it challenging as you need a high speed reliable Internet connection, you may have to buy the $69 Lion USB thumb drive as well, especially since your in India it would be perhaps best to have a copy of Lion on hand. There are no OS X install disks anymore. 😟
It might be best in your case to buy just the machine (processor and GPU) that you need and a copy of OS X Lion, then later make your own RAM and drive upgrades. Once you learn all about Lions quirkiness. 😟

If you order it from the Apple web-site you can specify a custom configuration. To my knowledge you cannot order a custom configuration at an Apple store, only on the web-site.
So that's the reason why the Premium Resellers at India were chargining me 25000Rs(~$500) for just a ram upgrade....
Well, looks like I'll be asking someone else to buy it and I'll give him the cash or something.
