Iam wondering how i can some how fix it so i can add contacts again...do i need to restore it??

You'll have to restore your iPod as new. If you restore your iPod and then restore it from the backup you'll just be putting the problem right back on it.
Is Settings > iCloud > Contacts ON?
Even if syncing contacts is on, that shouldn't be prohibiting them from seeing the "+" button as I have iCloud contacts on and I can still add contacts via the Contacts application.
My ipod isnt letting me add contacts at all i open it up and then i see the sign but a second later it goes away
