Why there is no FaceTime in my 4s?

I bought new iPhone 4s in AppStore. Price, delivery - everithing is good and my phone was delivered extremely quickly.

But I found out, that there is no FaceTime installed.

Now I live in UAE and I heard that this feature is prohibited allegedly.

But. Why I did not receive any warnings or notifications about it before the purchasing?

I think Apple must do it.

So, hoe can I activate FaceTime in my iPhone? I suspect it is de-activated in software version in phones for UAE?

Or it is a hardware issue?

I'm going to go back in Russia after few month and I need this feature.

Please, help to activate it.

Complain to the UAE government, as they're the one's that require the FaceTime ban, and no, there is no way to enable FaceTime on your phone. You want FaceTime? Sell your phone before you go back to Russia, and purchase an iPhone when you get there. Unless the UAE government changes its stance, FaceTime can NEVER be enabled on your phone, no matter where you live or use the phone.

If FaceTime was that critical when purchasing your iPhone surely it's reasonable to expect that YOU ask at the point of sale or do your research beforehand. Apple cannot anticipate the specific needs/wants of an individual who purchase their iPhones, therefore they attempt to manage people's expectation by placing information of their web site. You cannot hold Apple responsible for your lack of research. Your argument should be with the UAE Government and not Apple as it is at the express wish of the UAE Government that FaceTime has been removed, as previously stated by others in this post.
