I'm another victim of this issue!
I did successfully use iTunes Match on 4 different devices: 1 Mac Mini, 1 MacBook Pro, a PC and an iPhone 4S.
Lately, I cannot add new songs to iCloud, they get stuck on "waiting" status.
I did contact the AppleCare BELGIUM 3 times by phone with no helpful tips!
1x 20 minutes yesterday.
They told me ridiculous stuff like:
"You must add music from the computer you used to sign up to iTunes Match"
This is a lie, I could do it on all the other devices before!
"You cannot have your iPhone connected during this synchro process"
Did not help either. And this is RIDICULOUS.
1x 25 minutes this morning
The guys I had on the phone took me little more serious but my previous "help ticket" was closed! what what what?
He asked me to remove all the songs pendings as "Waiting", synchronize with iCloud, then finally add a single song and see what happens.
I did it with no luck what so ever!
1x 10 minutes right now
The lady did not help me much, she just said, we had another call about that today, you have to send a mail/chat throught the support of apple.com no such thing on the Belgian part of the apple.com site and impossible to get to a chat in the French part either!
NOBODY FROM APPLE READ THE DISCUSSIONS???
I've been seeing tons of topics and no word from the teams about this issue!!!!
I'm really frustrated by this issue.
Apple uses to provide quality services, where did they go?

I just tried another 12 songs now and it completed in about 5 minutes. So, at least for me, the speeds are much better than they were 12 hours ago.

Jan 19, 2012 7:45 AM in response to madusmacusby SteedGun,Try rebooting this morning and restarting iTunes. Something happend last night and all mine are now synced. You might have a locked up iTunes. Restart.

perhaps it will help, but it may not be necessary.

According to the L2 rep I spoke with this morning, there are no reports of internal infrastructure issues. This is like living in bizarro world.
This is like my cable being down, calling up my cable company and them saying "we have no reports of any outages". If I lived near an Apple Store, I'd drive over there, try to Match 6 songs with them watching and, after it sits there for 30 minutes say "ok, what do we do now?".

Check out the date on that status link: 12 January -- a week ago! Seriously?
I'm having the same issues as everyone else: Initial uploads to iTunes Match and Cloud went fine. Tried to add two new albums two days ago and I get stuck on step 2. Ah, well, I'll just wait until the newbies stop flooding the servers.

Update. Just logged onto my home iMac that is set to open iTunes at login. Lo and behold, iTunes match FINALLY MATCHED THE TWO ALBUMS I ADDED TWO DAYS AGO! YAY!! The same tracks were also available on my MacBook Air via wifi streaming.
Give it a go, boys. Seems like things are on the mend.
Edit: iCloud Service Status was finally updated to 19 January (today), replacing the week-old status update (what a joke....)

I've been using match for about a month now and yesterday I tried to add a new song and it freezes on step 1 for about 5 minutes then freezes on step two forever. Seems like their matching server is overloaded because they opened this service to 19 more countries. I can't listen to the song on my iPhone because it requires the song be processed through iTunes match to add it to my iPhone. Annoying how this service costs money and doesn't even work.

It hung again but I just left it running all night. This morning, both of the albums had matched but iTunes was still hung on Step 2 with just the one track.
Tried again this morning with the same result. FINALLY, this evening I restarted iTunes and the last track uploaded, so my whole library is in iCloud for now.
Looks like things are slowly returning to normal.

I finally got to match some new music, in fact last night I ripped a few albums (4) and they got added right away and very, very fast, but for some reason right now the cloud right next to my library shows some sort of "lighting volt" and I just added another album and it says "the following request cannot be complited at this time error (4010)"
I wonder what's up?
