A CD or DVD? It would help us help you if we knew more about your computer and why you need/want Tiger. To get more information about your computer, go to the Apple in the upper left corner of any window, then "About This Mac", then "More Info..." Copy and paste the information here, but omit the serial number.
It depends upon whether this is for a computer that originally came with Tiger, or if you are trying to upgrade.

If you need an original install package for your Mac that came with 10.4, you might be able to get that from Apple if you have your serial number and call them at 800-275-2273.
Otherwise, the only way to get it is through eBay, Craigslist, or illegally, which is not a good idea if you can avoid it.

You can get it on eBay, too. As far as I can tell, these are all for PowerPC Macs.
Note, 10.4 came in 10.4, 10.4.3, and 10.4.6 retail. These retail versions only work on G3s with DVD drives and Firewire (except the limited edition version that came on CD called Media Exchange Program which could work on Firewire machines without DVD drives). G4s, and G5s older than April 29, 2005 for 10.4, October 31, 2005 for 10.4.3, and April 3, 2006 for 10.4.6 could use the respective retail installer discs. PowerMac G3 and PowerMac G4 PCI models could only boot off internal DVD drives to install 10.4 DVD. Macs in this article also needed a firmware installed first while booted from Mac OS 9 to avoid issues installing 10.2 or later.
Intel Macs older than October 26, 2007 could use only the 10.4 installer CD that shipped with them to install or boot off of 10.4. Gray installer discs could only be used on the discs that shipped with them. Upgrade/Dropin discs could only be used on Macs that shipped new April 6, through April 29, 2005.
