In HTML you'd use ð or you would use the HTML Number Code ð (the semicolon at the end is part of the code in both instances).

Are you really using OS 9? If so, that is pre-Unicode and you may need special instructions.
If you are using OS X, you can get ð by switching to the US Extended keyboard layout and using alt/option + d.

Some ideas:
Go the Apple menu and activate KeyCaps. Hit the option key and then option + shift keys to see if your character is available.
Look at the Keyboard Control Panel to see if there is a US Extended or Icelandic available (probably not).
Try to find an old copy of PopChar on the internet which works with OS 9 (version 1.5 or earlier maybe).
PS Were you able to solve this problem? After further research I concluded it might not be possible unless you can find an Icelandic language kit from 10 years ago.
You really should upgrade to OS X to avoid such problems. Any non-English text you produce with OS 9 uses encodings which probably nobody can read these days.

Indeed I did not solve the problem but made the letter in illustrator, as I needed it just 3 x, but thank you anyway for your help
