Favorites Bar Bookmarks Bar icloud

I have a Leopard Mac running Safari

I have a 64 bit Windows pc running IE9

In my ipone I get a folder for both

Bookmakars Bar (from my mac)

and

Favorites Bar (from my pc)

Is this the intended behavior of icloud?

Why would the folder, excluding the naming conflict, sync and have the same contents?
