I was able to subscribe to the collection – iTunes U makes a distinction between "Collection" and "Courses" – of "An Insider's Look Into the Work of CSNTM" (https://itunes.apple.com/us/itunes-u/insiders-look-into-work-csntm/id446654632). The video downloads were painfully slow, but I was able to both stream a video podcast and download a different one. I was not prompted to confirm my Apple ID's password when I subscribed.
My next guess is that your iTunes U account is different from your App Store account. Perhaps you subscribed to the collection from iTunes on your Mac or PC after a family member logged into iTunes with their account and your iPad is asking you for the password to their account?
Other than that, I'm tapped out. Sorry.
