Download the iBooks Author application from the Mac App Store. You'll note when you navigate to the download page that Russian is a supported language in the application.

You can sign up to sell your books where there is a paid iBookstore: http://support.apple.com/kb/TS3599
You can sign up to give your books away for free in those countries.
You could also export your .ibooks files to give away for free on, say, your University web server.

I think there is still only a limited number of countries (36?) where you can distribute even free books via iTunes Producer, and Russia is not one of them.

With that said it still does not change the answer for juser.
iBooks Author is available to professors in Russia. If you want to give the files that you make away to your students then export the project as a ".ibooks" file and post that to your University web server or email it to your students to give it to them.
