horizontal lines in templates

The Contemporary Template contains 2 horizontal lines in the CHapter layout that I cannot delete. I can select them, but that's it. I think this is a bug, as you cannot get rid of those horizontal lines, if you want to modify the template. TOC also inherits those lines. Even you delete the Chapter layout altogether, TOC still shows those lines.
