How can I buy more than 2 iPhones?
I want to use 14 of these phones in my company (outside of the US) but I can't find any way to buy more than 2 of them. Help please?

Take two new activations with iphone 4s, and thats all.
Change provider, or buy in Authoized Reseller in Your Country.
No, none of the operators in my country have them. I would need to buy them off Apple directly and unlocked (to use with local operators).
I don't think I understood what you meant with "new activations". Do you mean new orders?

Yes, new activations - two new SIM CARDS witch plan and new phone from Your provider (t-mobile, at&t, o2, etc.)
Easiast way is to buy iPhone in apple store - You don't have problems with sim-lock.

I basically did what diesel vdub suggested, spammed order after order.
I managed to buy 6 phones with one credit card before they started sending cancellations due to the fact that too many phones were being ordered from the same AppleID/Credit Card. So we created a couple more IDs and used other credit cards. Managed to buy 4 with a second one and 4 with a third one.
So no, you can't place 7 orders just like that, but the system won't just block future orders in the spot.
