Do a Spotlight Search for "Applications." To do a Spotlight search, click on the magnifying glass icon in the upper right of your screen and enter the search query. After it displays the results, drag the Applications folder to the dock.

Click on the hard drive in the sidebar and drag the Applications folder to the Dock. In recent Mac OS X versions, you can accomplish the same thing by dragging it directly from the sidebar.
