How can I change my payment method?

I want to change my payment method, I want none, the same as when I first set up my iPod, there was no payment options needed. All I'm getting are free apps. My Visa card is declining and I can't even download free apps. Can someone please help me because I don't get why we still need our Visa or whatever to get something free.
