Have you rebooted since this started? If not, please try that.
That is not the issue that Julia is referring to at all. What she needs to do is delete ~/Library/Preferences/com.apple.SystemPreferences.plist & ~/Library/Preferences/com.apple.SystemPreferences.plist.lockfile.
-restart the computer, and everything should work...
I am having the same problem but I do not think I have those files.
You definatly do... If you have Mac OS Lion they are hidden.
-open your Finder
-click "Go" in the menu bar
-hold "option"
-click "Library"
-open the preferences folder, and look in there...
**I dont guaranty that this will work, but it did for me**
1. I found them and learned that there are two different Library folders.
2. It sort of worked. The file didn't move to the trash but it is Zero bytes now.
However the problem still remains that I cannot delete the plugin file and thereby replace it. It displays the same 100022 error.
Those files have to be able to be deleted as long as you are an administrator. When you restart the computer they will be there again... And that's okay.
You should try a new admin user as well and see if you have the same issue.
Anybody else to help us ? :-) i'm still stuck with this.
Did you try deleting those files?
sure :-( I thought even the sytem would recreate them but the folder is still empty after a few reboot.

" Ok guys, I found something interesting !
As I can't log on any admin user account, I decided to use the root session. Here is how you can do:
• If you didn't set up the root account before, 2 ways to do it :
- 1st way : http://support.apple.com/kb/HT1528?viewlocale=en_US
- 2nd way :
* Open Terminal (via spotlight or /Applications/Utilities/Terminal.app
* Type : "sudo passwd root"
* It will ask for your admin user password (your user account) -> "Password:"
* Then define the root password -> "New password:"
* Finally, confirm new password -> "Retype new password:"
• You can test if everything went well by typing
- "su root" in the terminal windows
- It will ask for the root password, type the one you previously choose, and a bash command should start ! If so, you root password is set and you can quit the bash command via "exit".
• When the root account is set, you can go back to your preference pane and set anything. When you'll click on the lock, replace the "Name" field automatically filled by "root" and type the root password in the password field. It should be fine, it worked for me.
Of course, this is a temporary solution to the preference pane problem, but for now, and after many hours of experimentations, it works !

I have experianced the same problem - basically when ever i tried to load a 3rd party programme/hardware & reached the "install" point, the mac just would not move on.
On investigation, found i too had no controls over the admin password!!
This was resolved on Saturday after a 45 minute phone call to Apple - the technician was excellent but the upshot was, in order to resolve the problem, i re-installed the mac operating system.
This takes a couple of hours, but in reality, it takes far less less time than trying to resolve the problem yourself. Doing this does not loose any data stored on the hard drive, although its wise to back up first which i did.
