Can anyone help on how to get the navigation menu bar to show once site is published. I tried different pre-installed templates, I went through all options in 'inspector' nothing seems to rectify the problem

What's the URL of your site so we can examine it first hand? Usually the problem is caused by not all of the files for the site being uploaded to the server, particularly those in the Scripts folder.

Apologies if I did not make it clear about "published", I only saved it to local drive and not uploaded to server yet as I did not want to mess my current site design until I get the new design in iWeb. Hope this makes sense.

What browser are you using to view your site locally? If it's Chrome then that's why you don't see the navbar. Chrome can't render the navbar unless the site is published to the server. Try using Safari to view the site locally and see if the navbar displays as it should.
issue resolved, will now upload to web server and hope for the best.
