Yesterday I replaced my iphone 3gs with a refurbrished one from the Apple Store. This new phone will not connect to the internet or open apps that connect to the internet when I am in 3g mode (not connected to wifi). What can I do to fix this?

Is Cellular data turned on in Settings > General > Network > Cellular Data?
Settings > General > Reset > Reset Network Settings.
If that does not resolve it, basic troubleshooting from the User's Guid is reset, restart, restore.
Failing that.... contact the carrier to troubleshooting account/network issues.

FYI, I contacted ATT and there is a statewide outage of their data network in Texas. Luckily the problem was not related to my iphone. Thank you Diesel vdub for the troubleshooting suggestion!
