How do I keep Top Safari Menu bar always visible

How do I keep the top Safari menu bar always visible upon closing Safari then reopening later?

Dual 2G G5, PB G4, Treo 650, Mac OS X (10.4.1)

You can also hold down ALT key, once the file button comes up (don't wait too long) go to the right hand side of the Safari and arrow down on the little wheel thingy, choose to show menu bar. it will open up. You can do this or hide it again anytime you want by doing the same thing..

I know this wasnt the original question but it is very similar to mine. How do I keep the window always on top. For example im watching a streaming movie on one small window (the safari window I want always on top) and I want to browse another safari window. Is this possible? Thanks guys.
