Many cell carriers will refuse unlocking services for anyone but the customer who originally purchased the phone and hence with whom the carrier had the contract. This is purely an issue with the cell carrier's policies, and is not an Apple or iPhone issue as such.

If the carrier to which the iPhone you purchased will indeed not unlock it for you, then your only recourse is to go back to the person from whom you purchased the iPhone and get them to work with the carrer to get the iPhone unlocked. If you no longer have any way to contact that person, then there is nothing further you can do other than to either use the iPhone with the carrier to which it is locked or sell the iPhone to someone who can.

Regards.
