How can you talk to a real person about billing problems?

How can you talk to a real person about billing problems? I've spent hours online looking for a phone number, but it seems they will not allow you to call about billing questions! Any advice or help with contacting iTunes?

Yes I have!...why won't you or anyone else answer my billing questions without directing me to an automated/online help program? (that doesn't help) I feel I'm on a phone tree from ****! I only joined iTunes last week in preparation for buying my iPhone 4S. I'm now considering buying the Samsung Galaxy phone that I've been comparing with the iPhone for a month. I'll most definitly check their HELP features to make my final decision.
