Try this First... You will Not Lose Any Data...

Turn the Phone Off... ( if it isn’t already )

Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...

Wait for the Apple logo to Appear and then Disappear...

Usually takes about 15 - 20 Seconds... ( But can take Longer...)

Release the Buttons...

Turn the Phone On...

Reset the phone - press both the home and on/off buttons for at least 10 seconds until the Apple logo appears.

If this doesn't produce any response, there is a hardware failure and you need to take it to Apple or whoever provides iPhone warranty service in your country.

FYI, you can't restore the phone if it won't turn on!

FYI, iCloud only stores your backup if you set it up to do that and backed up previously. It doesn't store iTunes content - apps, music and media.
