Make sure your Internet connection on your iPad is working; try with Safari.
Sign out of your iTunes Account... Close all Open Apps... Reset your iPad and Try Again.
You will not lose any data or settings...

Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.
The internet is on. i can browse site and check gmail. i have also tried going to general - restrictions - and enabling and disabling itunes .
please help

when i cant sign in how can i log out. the moment i click on itunes icon it says "cannot connect to itunes store"

Do you see Podcasts, iTune U and Download at the bottom?
i can see podcast, itunes U and downloads . but not iTunes
iTune is only partially available in your country; check against the link below
