hi omranx!

unusual. you say:

When I try to open iTunes I get this message

... but that 0x80040707 is an installer error rather than a runtime error. so every time you try to launch itunes, the installer is running.

did this start happening after you downloaded an itunes installer (an iTunesSetup.exe file) to your hard drive?

whereabouts did you save it?

hmmmm. okay. i've seen similar sorts of things happen after an iTunesSetup.exe (installer) file was saved over top of an iTunes.exe (program) file. that usually used to cause an "a later version of itunes is already installed ..." message, though.

let's start the treatment protocols for that set of problems. not being connected to the internet is going to introduce a bit of complexity into the procedures.

preliminaries

on a PC connected to the internet, download and save to the hard disk a fresh copy of the itunes installer, and the installer file for the Windows Installer CleanUp utility:

iTunes 6.0.3.5 Installer

Description of the Windows Installer CleanUp Utility

while we're at it, let's get a copy of the standalone QT 7.0.4 installer (it might come in handy if we run into complications later on):

Quicktime 7.0.4 Standalone Installer

burn the installers to a CD-R (or copy them to an ExHD) and carry them back to the PC. when it comes time to do the installs, copy them to the internal HD on the PC first(rather than running the installs from the ExHD or CD-R).

treatment

we're first going to completely uninstall the existing itunes and QT from that PC, and also make sure we've cleared away any leftover installation configuration information.

use the complete uninstall instructions from this document to get rid of your existing itunes and quicktime:

Troubleshooting iTunes, iPod Software, and QuickTime installation on Windows

if your Add/Remove programs doesn't let you uninstall either itunes or quicktime, install and use the Installer Cleanup utility to clear the existing installation configuration information for the programs and then use the complete uninstallation instructions as a guide to a manual removal of leftover program files and folders.

even if you don't run into problems on the complete uninstall, install and run Installer Cleanup to check for any leftover itunes or quicktime installation configuration information (after the uninstall). remove any that you find.

once everything has been cleaned out of the way, run the itunes install using the fresh installer.

does that install go through without the 1606? (if we get it again, there's another treatment we'll try.)

if it goes through okay, will itunes launch properly this time?

Thanks, unfortunately it did not solve the problem. When I cleaned iTunes from my hard drive was I suppose to not be able to access the program afterwards, its still operational. Even though its not on the list of programs yet its contents remain in my program folder
When I try to run the program instead of giving me the same error message saying iTunes is not fully installed. I tried to reinstall, it gives me the same error message
Now that I think of it I started to have problems after upgrading to XP Pro

ok... i'm not sure if you did this already, if so there's obviously a problem bigger than this, but I was having the same issue. You need to run the uninstall cleaner and you need to delete the program files folder. once you do that, then you reinstall itunes and everything works spiffy. worked for me.
Just running the cleanup utility does not remove the files from your harddrive, it just cleans up the registry.
