Contact the carrier your phone is locked to, as they are the ONLY one's that can authorize the official unlocking of your phone. Some will, some won't. If your carrier won't authorize the unlocking of your phone, there is NO WAY to get it officially unlocked.

AT&T has apparently decided to unlock iPhones for customers in good standing who have completed their contractual agreement or paid an early termination fee.
Are you an AT&T customer in good standing? If so, contact them and ask what you need to do.
Yes, you need to contact AT&T.
Here's some good information from someone on the AT&T Forums who had his iPhone 3GS unlocked by AT&T today:
Spent 30 mins on the phone with AT&T customer service. They confirmed my iPhone 4 bought on eBay will be unlocked by the 16th.
