Contact the carrier your phone is locked to, as they are the ONLY one's that can authorize the official unlocking of your phone. Some will, some won't. If your carrier won't authorize the unlocking of your phone, there is NO WAY to get it officially unlocked.

Spent 30 mins on the phone with AT&T customer service. They confirmed my iPhone 4 bought on eBay will be unlocked by the 16th.
