If you are on iOS 5 on the iPad and it's an IMAP type account then you should get an Edit button at the top of the list of folders that you currently have on your email account. If you are on iOS 4 or if it's a POP type account then you won't get the Edit button.
Attachments can't be saved separately in the Mail app, then need to be still attached to the email. If you have an app on the iPad that supports the type of attachment then you might be able to use the iPad's 'open in' function (press and hold the attachment) to copy the attachment to that app.
You need to be using an IMAP or Exchange email service. POP doesn't support folders. If you are using IMAP or Exchange and have iOS 5, open the Mail app, go to the folder (iOS refers to them as a "mailbox") in which you want to create the new folder, and tap on the edit button. When the New Mailbox button appears at the bottom of the Mailboxes window, tap it to create another mailbox folder.
