What happens to clips cut from the browser?
Do they need to then be cut from HD as well?

Please explain further. What do you mean by "clips cut from the browser" and "cut from HD as well"?
I think what Susan Kayne means is that the clips made from part of the original are copies. You can work with a copy of the original without destroying the original. The copies of the clips are separate clips which you can save in the browser. What makes them magical is that you can still expand or reduce them in the timeline.

Only if you want to permanently delete them from your system.
