No, it would have been YOU who stored all of your data. In one or all of the following ways:
1. By making backups of your device
2. By having iCloud turned on and syncing your Contacts, Calendars, Notes, Reminders, etc.
3. By importing your photos either to a photos app on a computer, or to iCloud Photo Library
If YOU have stored all of your data, then you can get it back.
Apple has no direct access to any of your stored data.

There's this thing called "personal responsibility".
What is in (and can be recovered from) iCloud is not the issue here.
What is at issue here are the things that are contained in Backup of the iOS device. If the person has not backed up their device, then anything they are not already syncing with iCloud will be lost. Messages, for example. No backup - no Messages. If you are not using iCloud Photo Library, then your entire Camera Roll other photo albums. App & Game data - only on a backup. Device Settings - only on a backup.
So, the answer remains. If you do not have a backup, you will be able to fully recover all of the data on your device.
As with the ability to restore anything that is being sync'd to iCloud, you also will be able to re-download any purchases made from the iTunes & App Stores.
But all of the stuff in the middle up there will be gone.

If you have selected for iTunes to create and maintain the backup, the backup is updated as the first step during the iTunes sync process regardless if automatic syncing is enabled when the iPhone is connected. Automatic syncing not being enabled does not prevent the backup from being updated as the first step when syncing.

As far as I know, it is NOT possible.
So, have you accidentally deleted them from your iPhone? I did the same thing a couple weeks a go. Here is the solution I found:
If you have back up your data, you can restore from the backup.
