Finder right click "opens with" hangs

I've seen this for previous OS versions, but those solutions don't apply here. (E.g., there is no com.apple.launchservices.)

When I right click on a file in Finder, I get nothing. The contextual menu never appears. I can wait for several minutes. Nothing. No spinner. Nothing.

When I click away, the process stops fine. I never have to relaunch finder (though doing that does not resolve this issue).

When I view file info and try to change the "Open with" setting there, again I get nothing. No response.

I opened Activity Monitor and notes that when I do this, CPU goes up to around 85% or so. When I click away, it drops back down.

Repairing disk permissions does nothing.

How can I resolve this? Thanks!

FWIW, there's a com.apple.LaunchServices.plist in my user's Preferences folder.

Launch the Terminal app in /Applications/Utilities/, copy & paste in this one-liner, hit the return key, quit Terminal, and restart:

/System/Library/Frameworks/CoreServices.framework/Versions/A/Frameworks/LaunchServices.framework/Versions/A/Support/lsregister -kill -r -domain local -domain system -domain user
