IPod Touch won't let me change, add or delete apps from Ipod or computer

I am syncing my ipod touch with my computer and when I click on the Apps tab, I am not able to make any changes. It is grayed out. So I can't pick and choose which apps to sync. None of the new apps that I have downloaded on my Iphone are transferring to the Ipod touch. The box on the Apps tab is checks to sync apps, but everything else is grayed out and can't be changed. I have tried to go through my ipod touch and when I perform a search, the apps store is not on my ipod touch. When I touch down on an app until it starts moving, there are no little "x" to delete the app, so it won't let me delete any apps or add any apps through my ipod or computer. I have updated it and restored so it has the most up to date system. Our two iphones sync just fine. Any help would be appreciated it.
