how do i move margins out in pages?
OK I'll bite, but suspect this question is actually something else.
Inspector > Document > Document Margins
However my guess is you have a white border around your document when you print, which is due to your Printer's unprintable margins.

When you launch Pages, look at the ruler on the top. There should be a blue arrow on top. Click on the ruler just above the blue arrow, and drag to the left or right. You will see that the margin is moving. Hope this helps!

As far as I know, moving the blue tab stops, we may move the margin IN but we canât move them OUT.

You're right- The blue arrow doesn't allow you to move the margin out. But if you click on the ruler just above the arrows (there are several small dots there), you can move the margins outwards, towards the edge of the page. It might sound confusing, and it's really something I would have to show you, but the screenshots I took didn't show where my mouse was. It's the very small area directly above the blue indicator. Click and drag there, and you can move the margins out.

In my message I was not thinking to the blue arrow but to the blue rectangle which is just above and which you named in your message.

No Problem, glad I could help.
Actually, positioning your mouse anywhere within the blue area allows you to move the margins in or out. The cursor changes to indicate that margins may be moved. You don't have to just position the mouse over the small dots.

And, if you watch your Document Inspector, Document Margins, while you do the mouse action, you will see that you are doing a mouse-controlled Document Margin adjustment.
