Unfortunately there is no way to find out anything about Apple's plans beyond what they have published already. You can ask for things via feedback:

Feb 2, 2012 8:27 AM in response to Bennychi0007by K T,I think you should prepare you book, use the stores that are available now and keep an eye open for additional stores in the future. Use the Feedback menu in iBooks Author for any requests, etc. you may have and good luck going forward.

That was probably because of a technical issue -- the uploader not accepting a Chinese script filename. He could perhaps use an English title or an aggregator to publish a free book in Chinese.

Even if he solved it I doubt he can upload to Taiwan - even though Apple said in the list that all countries supports free books, but in iTunes Connect you only see 32 stores, and that excludes all countries in Asia.

Interesting -- I wonder if aggregators face the same situation.
