I have Safari 4.1.3, Mac os x, cookies are enabled but Td waterhouse webbroker denies access with a message that cookies are not enabled.. Bank's support suggested that I update my browser Safari, What upgrade should I choose?

I think what they are trying to tell you is that you need to not just update Safari but upgrade to a newer Mac OS X for better security.
Tiger was released in 2005. That's 7 years ago... it's time you upgraded to a new Mac.
Any MacBook can run at least Snow Leopard OS 10.6, and that gets you the latest browsers. You can upgrade to 10.6 for US$30 as long as you have enough RAM installed.
