My PC laptop was stolen and I lost 19,000 photos. All these photos were synced to my iPhone 4, which is now the only place they exist. Can anyone help with how I can import my Photo Library from my iPhone 4 to either a PC or a Mac?

If you don't have a backup of your laptop, your pictures are gone.
The iPhone doesn't store the actual photos it synchs with from your library, it makes a very small thumbnail, suitable for viewing on a phone, but NOT useful for anything practical like viewing on a computer or even printing.
