Notification/MMS Problems

I have 2 problems with my iPhone 4S.

First, when I click on a text notification from the banner. it cycles like its resetting itself and goes to lock screen.

Second, video and pictures I recieve are pixelated. Never had a problem before.

I've done a restore about 3 times. And all to new phone.

Any help would be very much appreciated.
