Using QTSS Publisher: The Playlist failed preflight

I'm trying to test my QTSS using Publisher to create and publish video playlists. When I go through the process and hit "Start" to start broadcasting the playlist, I get "The server returned an error: The Playlist failed preflight. [OK]"

I am accessing the OS X Server running QTSS from another Mac on my LAN, using QTSS Publisher to specify content and create playlists.

On the Server, I am running the following services:

- AFP
- Web (Site set to port 81)
- QTSS
General: Media Directory: /Library/QuickTimeStreaming/Movies/
Access: Accept incoming broadcasts - tick
Enable home directory streaming - tick
Enable web-based administration - tick

IP Bindings:
Enable streaming on "All IP addresses"
Bind [tick] 192.168.1.107 (this is my server's LAN address)
Enable streaming on port 80 - tick

On the Publisher app, the following settings:

Streaming server address: 192.168.1.107
Publish files to subfolder: qtmedia
/Users/admin/Sites/qtmedia

Website: *81
publish files to subfolder: qtmedia
/Users/admin/Sites/qtmedia

My playlist contains three videos, all encoded the same.

Play mode: sequential looped
Broadcast Server: Send Broadcast using this server
